the day after I posted this last time I was notified that I was selected for a really cool mentorship gig and got an unrelated glowing review at work
It's either a fire rainbow or cloud iridescence. Fire rainbows are just rainbows stretching and reflecting off clouds while cloud iridescence looks more mixed in its colors like a soup bubble. Also it seems to happen in close proximity to the sun or the moon and the sun looks to be right behind that big cloud. That and the clouds that are glowing here are those really wispy ones which are high altitude and full of ice crystal which are causing the light scattering prismatic effect we're seeing.
